It is the policy of the Columbia Metropolitan Airport to ensure that Disadvantaged Business Enterprise (DBE) as defined in 49 CFR Part 26, have an equal opportunity to receive and participate in Department of Transportation (DOT) assisted contracts.

CAE DBE Communication Plan
To increase DBE participation, CAE has implemented a DBE Communication Plan with the following objectives:
- Publish a list of all upcoming Federally Bid Projects annually
- Contact all DBE certified companies and distribute list of Projects to DBE companies and Commission
- CAE will host a meeting for all DBE certified companies and General Contractors to discuss specific elements of Project to be bid and opportunities to bid work
- Project will go out to bid and DBE certified companies will be notified
- A pre-bid conference will be held and a list of all SCDOT DBE certified companies will be provided to General Contractors
- A list of all General Contractors that pick up bid packages will be sent to DBE companies
- After the bid opening, CAE will follow-up with each DBE company that attended the pre-bid to inquire if the company bid the project
- After follow-up with DBE companies, CAE staff will follow-up with General Contractors if necessary
- A detailed analysis of all responses will be created and shared with the Airport Commission
Our policy is as follows:
- To ensure non-discrimination in the award and administration of DOT assisted contracts
- To create a level playing field on which DBEs can compete fairly for DOT assisted contracts
- To ensure that the DBE Program is narrowly tailored in accordance with applicable law
- To ensure that only firms that fully meet 40 CFR Part 26 eligibility standards are permitted to participate as DBEs
- To help remove barriers to the participation of DBEs in DOT assisted contracts
- To assist the development of firms that can compete successfully in the market place outside the DBE program
Columbia Metropolitan Airport is committed to the policy and the spirit of its DBE Program. It is the ultimate goal of the Airport to have a DBE Program and a Daily Operating Business Plan that captures the spirit of inclusion. This spirit of inclusion is particularly important in how we include people and communities in our business needs; and to increase opportunities for small businesses, social enterprises, and businesses owned by minorities and women in all aspects of the operations of the Columbia Metropolitan Airport.
